TO:

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB3224 by Riddle (Relating to the creation of the Texas service members memorial fund and the use of other sources of money to provide benefits to survivors of certain members of the United States armed forces.), As Introduced

HB 3224 pertains only to eligible members of the United States Armed Forces or Texas National Guard  who joined the armed forces or national guard while residing in Texas. It provides a special death benefit for survivors of military members killed in action while on active duty after September 11, 2001 and before August 1, 2007. The bill further authorizes a specialty “Support Our Troops” license plate to recognize the contributions of the military members and allows collecting a fee to be used to assist the funding of the benefit program, along with unclaimed lottery prizes, and potentially the state highway fund. The provisions of this bill will expire May 31, 2008.

The bill, if enacted, will have no actuarial effect because it does not propose to change the funding or obligations of any public retirement system.
