SB695 by Ogden (Relating to the forfeiture of good conduct time from inmates who file frivolous applications for writ of habeas corpus.), As Introduced

The bill would amend the Government Code by allowing the forfeiture of good conduct time from inmates who file frivolous applications for writs of habeas corpus.  Forfeiture of good conduct time could result in an increased offender population depending on the number of writs that are found to be frivolous, the increment of good conduct time forfeited, and the number of future offenders that would be released early on account of good conduct time.  In the case of this bill, the increase in the offender population would probably not be substantial.
