The bill would amend the Health and Safety Code by prohibiting human cloning. A person would commit a felony of the first degree if a person knowingly performs, attempts to perform, or participates in an attempt to perform human cloning; ships, transfers, or receives for any purpose a human embryo or fetus produced by human cloning; ships, transfers, or receives any oocyte, embryo, fetus, or human somatic cell for the purpose of human cloning; or performs or attempts to perform research on a human embryo or fetus created by human cloning.
A first degree felony is punishable by imprisonment in the institutional division for life or for any term of not more than 99 years or less than 5 years, or in addition to imprisonment, a fine not to exceed $10,000.
The impact of the bill would depend on the number of persons caught and convicted of the offense; however, in the case of this bill, the increased workload and demand for resources would probably not be substantial.
