Austin, Texas

ACTUARIAL IMPACT STATEMENT

79TH LEGISLATIVE REGULAR SESSION

April 12, 2005

TO:
Honorable Robert Duncan, Chair, Senate Committee on State Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB1532 by Averitt (Relating to the eligibility of certain educational employees to participate or be enrolled in certain group health benefit programs.), As Introduced

The bill would ensure that an employee of a school district may choose to remain on the school district's group health insurance coverage through the summer months, if the employee's resignation is effective after the last day of an instructional year.  The bill also prohibits the school district or the Teacher Retirement System from diminishing or eliminating the amount of a contribution or salary supplementation available to the employee as long as he or she is eligible to participate in the group health insurance plan.

The bill, if enacted, is not anticipated to have a significant actuarial effect.
