         Pursuant to an announcement from the house floor on April 29,  
         2005, the House Committee on Appropriations met in a formal  
         meeting and was called to order by the chair, Representative  
         Pitts, at 11:08 a.m. 
          
         The roll was answered as follows:

         A quorum was present. 
          
         HB 3540 
          
         The chair moved to reconsider the vote by which the measure was  
         reported from committee. The motion to reconsider prevailed  
         without objection. 
          
         The chair moved to reconsider the vote by which the substitute  
         was adopted.  The motion to reconsider prevailed without  
         objection.   
          
         The substitute was withdrawn.  
          
         The chair laid out HB 3540. 
          
         The chair explained the measure.  
          
         The chair offered a complete committee substitute for House Bill  
         3540 and explained the substitute.  
          
         The chair moved that the committee substitute for House Bill  
         3540 be adopted.  The committee substitute was adopted without  
         objection. 
          
         Representative Pitts moved that HB 3540, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
