         was called to order by the chair, Representative Kolkhorst, at  
         8:21 a.m.

         on Higher Education met in a public hearing and was called to  
         order by the chair, Representative Morrison, at 8:21 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Morrison; Brown, Fred; Harper-Brown;  
                    Rose (4). 
          
         Absent:    Representatives Goolsby; Dawson; Gallego; Giddings;  
                    Jones, Jesse (5). 
          
         A quorum was present.

         Pursuant to an announcement from the House floor, the House  
         Committee on Appropriations-S/C on Education reconvened at 12:51  
         p.m. and was called to order by the chair, Representative  
         Kolkhorst. The roll was answered as follows: 
          
         Present:   Representatives Kolkhorst; Branch; McClendon; Smith,  
 
                               Todd (4). 
           
         Absent:    Representatives Crownover; Guillen (2). 
          
         Pursuant to an announcement from the House floor, the House
