Representative Woolley moved to adopt a proposed rule floor consideration on HB 3: The rule is as follows: Pursuant to Rule 3, Section 5(2), and Rule 6, Section 16(f), the Committee on Calendars proposes adoption of the following rule governing floor consideration of C.S.H.B. 3 must be filed with the chief clerk not later than 5 p.m. on Wednesday, March 9, 2005. An amendment to C.S.H.B. 3 is not in order unless it is revenue neutral. For purposes of this rule, the fiscal impact of an amendment will be determined based on estimates provided by the Legislative Budget Board and the Office of the Comptroller. This rule does not apply to an amendment that makes an adjustment solely to correct a technical or clerical error. Seconded by Representative Rose.
