Pursuant to a notice posted on June 30, 2005, the House
Committee on Calendars met in a formal meeting and was called to
order by the chair, Representative Woolley, at 9:04 a.m.
The roll was answered as follows:
Present: Representatives Woolley; Seaman; McCall; Miller;
Rose; Van Arsdale (6).
Absent: Representatives Callegari; Elkins; Kolkhorst; Luna;
Turner; (5).
A quorum was present.
Representative Woolley moved to adopt the following proposed
rule for floor consideration on HB 3:
Pursuant to House Rule 3, Section 5(2), and House Rule 6,
Section 16(f), the House Committee on Calendars proposes the
following rule governing floor consideration of HB3:
(a) All original amendments that will be offered during second
reading consideration of H.B. 3 must be filed with the chief
clerk not later than 5 p.m., Tuesday, July 5, 2005.
(b) Any amendment to H.B. 3 is not in order unless it is
revenue neutral.
(c) For purposes of this rule, the fiscal impact of an
amendment will be determined based on estimates provided by the
Legislative Budget Board with assistance from the Office of the
Comptroller.
(d) This rule does not apply to an amendment that makes an
adjustment solely to correct a technical or clerical error.
Seconded by Represenative Miller.
The motion prevailed by the following record vote:

Nays: None (0).

Representative Woolley moved to adopt the following proposed
rule for floor consideration on HB1:
Pursuant to House Rule 3, Section 5(2), and House Rule 6,
Section 16(f), the House Committee on Calendars proposes the
following rule governing floor consideration of HB1:
(a) All original amendments that will be offered during second
reading consideration of H.B. 1 must be filed with the chief
clerk by 5:00 p.m. on Tuesday, July 5, 2005.
(b) During second reading and third reading consideration of
HB 1, any amendment that adds or increases an item of
appropriation in a Section of the bill is not in order unless
the amendment contains an equal or greater reduction in one or
more other items of appropriation in that Section of the bill
from the fund or funds against which the appropriation is to be
certified.
(c) The provisions of this section do not apply to an amendment
that makes an adjustment in an item of appropriation solely to
correct a technical or clerical error.
