         Pursuant to an announcement from the house floor on April 19,  
         2005, the House Committee on Corrections met in a formal meeting  
         and was called to order by the chair, Representative Madden, at  
         11:42 a.m. 
          
         The roll was answered as follows:

         The chair laid out HB 2837 as pending business. 
          
         Representative Allen, Ray offered a complete committee  
         substitute.  
          
         The chair recognized Representative Allen, Ray to explain the  
         measure.  
          
         The committee substitute was adopted without objection. 
          
         Representative McReynolds moved that HB 2837, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
