         Pursuant to an announcement from the house floor on March 10,  
         2005, the House Committee on County Affairs met in a formal  
         meeting and was called to order by the chair, Representative  
         Allen, Ray, at 11:46 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Allen, Ray; Smith, Wayne; Casteel;  
                    Coleman; Farabee (5). 
          
         Absent:    Representatives Laney; Naishtat; Olivo; Otto (4). 
          
         A quorum was present. 
          
         HB 232 
          
         The chair laid out HB 232 as pending business.  
          
         Representative Casteel offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Casteel moved that HB 232, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:           Representatives Allen, Ray; Smith, Wayne;  
                         Casteel; Coleman; Farabee (5). 
          
         Nays:           None (0). 
          
         Present, Not Voting:     None  (0). 
          
         Absent:         Representatives Laney; Naishtat; Olivo; Otto   
                         (4). 
          
         At 11:50 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
