         Pursuant to a notice posted on April 28, 2005, the House  
         Committee on Environmental Regulation met in a public hearing  
         and was called to order by the chair, Representative Bonnen, at  
         8:07 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Bonnen; King, Tracy; Kuempel; Smith,  
                    Wayne (4). 
          
         Absent:    Representatives Howard; Driver; Homer (3). 
          
         A quorum was present. 
          
         HB 2728 
          
         The chair laid out HB 2728. 
          
         The chair recognized Representative Flores to explain the  
         measure.  
          
         The chair offered a complete committee substitute.  
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Homer now present.) 
          
         The chair recognized Representative Flores to close on the  
         measure.  
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.  
          
         At 8:39 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
