         Pursuant to an announcement from the house floor on June 28,  
         2005, the House Committee on Environmental Regulation met in a  
         formal meeting and was called to order by the chair,  
         Representative Bonnen, at 11:40 p.m. 
          
         The roll was answered as follows:

         Representative Howard moved that HB 39, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
