         Pursuant to a notice posted on March 23, 2005, the House  
         Committee on General Investigating & Ethics met in a public  
         hearing and was called to order by the chair, Representative  
         Bailey, at 8:34 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Bailey; Flynn (2). 
          
         Absent:    Representatives Paxton; Dutton; Keel (3). 
          
         A quorum was present. 
          
         Chairman Bailey called on Linda Crawford from the Texas  
         Education Agency to explain the agencies concerning use of  
         steroids in our schools. Ms. Crawford explained that the TEA has  
         very limited statutory capabilities in dealing with steroids use  
         in our schools. That the issue is one of local control by School  
         Boards and their established policies. 
          
         Cliff Odenwald explained what steps his association is taking to  
         education coaches and students concerning steroids.  
          
         Bill Farney from the UIL explained in-depth the programs that  
         they are doing to education coaches and parents concerning  
         steroids.  
          
         Charles Breithaupt  further explained the UIL's programs and  
         suggested that perhaps a mandatory weigh in of students  
         participating in athletic programs or band should be looked at  
         as a viable way of determining steroid use. 
          
         At 9:44 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
