         Pursuant to an announcement from the house floor on April 27,  
         2005, the House Committee on Government Reform met in a formal  
         meeting and was called to order by the chair, Representative  
         Uresti, at 11:23 a.m.

         The chair laid out HB 1516 as pending business.  
          
         Representative Otto offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Otto moved that HB 1516, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
