         Pursuant to a notice posted on February 25, 2005, the House  
         Committee on Human Services met in a public hearing and was  
         called to order by the chair, Representative Hupp, at 8:23 a.m. 
          
         The roll was answered as follows:

                    Toureilles; Goodman; Naishtat; Paxton (6). 
          
         Absent:    Representatives Eissler; Davis, John; Reyna (3). 
          
         A quorum was present.

         At 9:50 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until upon adjournment. 
          
         The committee reconvened at 12:16 p.m. and was called to order  
         by the chair, Representative Hupp. The roll was answered as
