         Pursuant to a notice posted on April 20, 2005, the House  
         Committee on Insurance met in a public hearing and was called to  
         order by the chair, Representative Smithee, at 7:27 p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Smithee; Seaman; Isett; Eiland;  
                    Taylor; Thompson (6). 
          
         Absent:    Representatives Keffer, Bill; Oliveira; Van Arsdale  
                    (3). 
          
         A quorum was present. 
          
         HB 1891 
          
         The chair laid out HB 1891.  The chair recognized Representative  
         Eiland to explain the measure.  
         Representative Isett offered a complete committee substitute.   
         Testimony was taken.  (See attached witness list.)The committee  
         substitute was adopted without objection. Representative  
         Thompson moved that HB 1891, as substituted, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars. The motion prevailed by the following record  
         vote:  
          
         Ayes:           Representatives Smithee; Seaman; Eiland; Taylor;  
                         Thompson (5). 
          
         Nays:           None (0). 
          
         Present, Not Voting:     None  (0). 
          
         Absent:         Representatives Isett; Keffer, Bill; Oliveira;

         HB 1744 
          
         The chair laid out HB 1744.The chair recognized Representative  
         Seaman to explain the measure. (Representative Keffer, Bill now  
         present.) Testimony was taken.  (See attached witness list.) 
          The chair recognized Representative Seaman to close on the  
         measure.  
         The bill was left pending without objection.

          The chair laid out HB 1890.(Representative Seaman in chair.)The  
         chair recognized Representative Smithee to explain the measure.  
         Testimony was taken.  (See attached witness list.)The chair  
         recognized Representative Smithee to close on the measure. The  
         bill was left pending without objection.
