         Pursuant to an announcement from the house floor on May 3, 2005,  
         the House Committee on Licensing & Administrative Procedures met  
         in a formal meeting and was called to order by the chair,  
         Representative Flores, at 12:11 p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Flores; Geren; Chisum; Goolsby;  
                    Hamilton; Morrison (6). 
          
         Absent:    Representatives Homer; Jones, Delwin; Quintanilla  
                    (3). 
          
         A quorum was present. 
          
         (Representative Jones, Delwin now present.) 
          
         (Representative Quintanilla now present.) 
          
         HB 2797 
          
         The chair recalled HB 2797 from subcommittee.  
          
         The chair laid out HB 2797 and explained. 
          
         Representative Goolsby offered a complete committee substitute.  
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.  
          
         HB 1649 
          
         The chair recalled HB 1649 from subcommittee.  
          
         The chair laid out HB 1649 and explained. 
          
         Representative Geren offered a complete committee substitute.  
          
         There being objection to the adoption of the substitute, the  
         chair moved to withdraw the substitute. 
          
         (Representative Homer now present.) 
          
         The committee substitute was withdrawn without objection. 
          
         Representative Flores moved that HB 1649, without amendments, be  
 
         reported favorably to the full house with the recommendation  
          that it do pass and be printed. The motion failed by the  
         following record vote:  
          
         Ayes:           Representatives Flores; Geren; Jones, Delwin  
                         (3). 
          
         Nays:           Representatives Chisum; Hamilton; Morrison;  
                         Quintanilla (4). 
          
         Present, Not Voting:     Representatives Goolsby; Homer  (2). 
          
         Absent:         None  (0). 
          
         At 12:17 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
