         Pursuant to a notice posted on February 16, 2005, the House  
         Committee on Local Government Ways & Means met in a public  
         hearing and was called to order by the chair, Representative  
         Hill, at 8:03 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Hill; Hamilton; Laubenberg;  
                    Quintanilla; Uresti (5). 
          
         Absent:    Representatives Elkins; Puente (2). 
          
         A quorum was present.

         The chair laid out HB177 and HB182. 
          
         The chair recognized Representative Mowery to explain the  
         measures.  
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:29 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:00 p.m., February 23, 2005. 
          
         The committee reconvened at 1:23 p.m. and was called to order by  
         the chair, Representative Hill. The roll was answered as  
         follows:

                    (4). 
          
         Absent:    Representatives Elkins; Laubenberg; Uresti (3). 
          
         A quorum was present.

         The chair recognized Representative Mowery to close on the  
         measure.  
          
         At 4:04 p.m., on the motion of the chair and without objection,
