Pursuant to a notice posted on March 4, 2005, the House
Committee on Local Government Ways & Means met in a public
hearing and was called to order by the chair, Representative
Hill, at 8:00 a.m.
The roll was answered as follows:

Quintanilla (5).
Absent: Representatives Laubenberg; Uresti (2).
A quorum was present.

The chair laid out HB 352.
Representative Elkins offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Elkins moved that HB 352, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:

Quintanilla (5).
Nays: None (0).
Present, Not Voting: None (0).
