         Pursuant to an announcement from the house floor on July 6,  
         2005, the House Committee on Natural Resources met in a formal  
         meeting and was called to order by the chair, Representative  
         Puente, at 9:20 p.m.

         The chair offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Bonnen moved that HB 40, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                         objection. 
          
         The chair directed the staff to incorporate the amendments into  
                         a  complete committee substitute. 
          
         The complete committee substitute was adopted without objection. 
          
         The chair moved that HB 41, as substituted, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed. The motion prevailed by the following
