The House Committee on Natural Resources 79th Legislature August 3, 2006 11:00 a.m. City Hall Council Chamber, 2nd Floor 901 Bagby St. Houston, TX 77002 Pursuant to a notice posted on June 7, 2006, the House Committee on Natural Resources met in a public hearing and was called to order by the chair, Representative Puente, at 11:03 a.m. The roll was answered as follows: Present: Representatives Puente; Callegari; Hope; Bonnen; Geren (5). Absent: Representatives Campbell; Hardcastle; Hilderbran; Laney (4). A quorum was present. Municipal Utility Districts (Charge #1) The committee considered testimony relating to the benefits and concerns associated with Municipal Utility Districts (MUDs), including as assessment of the appropriateness of granting districts the additional powers of other special districts. Evaluate the impact of MUDs on economic growth and development, as well as the overall tax implications, including an evaluation of the provision of municipal and county services on residents living in MUDs. Review public disclosure and notification requirements associated with MUDs, as well as bonding authority of some districts. Testimony was taken. (See attached witness list.)
