         Pursuant to a notice posted on February 24, 2005, the House  
         Committee on Public Education met in a public hearing and was  
         called to order by the chair, Representative Grusendorf, at 1:24  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Grusendorf; Delisi; Eissler;  
                    Hochberg; Mowery (5). 
          
         Absent:    Representatives Oliveira; Branch; Dutton; Keffer,  
                    Bill (4). 
          
         A quorum was present. 
          
         HB 2 
          
         The chair laid out HB 2 as pending business.  
          
         Representative Grusendorf offered a complete committee  
         substitute.

         Representative Grusendorf offered committee amendment #1,  
         committee amendment #2, and committee amendment #3 to the  
         committee substitute.

         Representative Oliveira moved to adopt committee amendment #2. 
          
         The motion to adopt amendment #2 failed by the following record

         Representative Eissler moved to adopt committee amendment #1. 
          
         The motion to adopt amendment #1 prevailed by the following

         Amendment #3 was withdrawn without objection. 
          
         The committee substitute, as amended, was adopted without  
                         objection. 
          
         The chair directed the committee staff, with the consent of the  
                         committee, to prepare a new complete committee  
                         substitute incorporating the adopted amendment. 
          
         Representative Eissler moved that HB 2, as substituted, be  
                         reported favorably to the full house with the  
                         recommendation that it do pass and be printed.  
                         The motion prevailed by the following record
