         Pursuant to a suspension of the rules and an announcement from  
         the house floor on February 15, 2005, the House Committee on  
         Rules & Resolutions met while the house was in session in a  
         formal meeting and was called to order by the chair,  
         Representative Edwards, at 11:20 a.m.
