Pursuant to an announcement from the house floor on May 5, 2005,
the House Committee on State Affairs met in a formal meeting and
was called to order by the chair, Representative Swinford, at
2:57 p.m.
The roll was answered as follows:

Martinez Fischer; Villarreal; Wong (6).
Absent: Representatives Miller; Gattis; Farrar (3).
A quorum was present.
SB 464
The chair laid out SB 464 as pending business.
Representative Keffer, Jim offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Martinez Fischer moved that SB 464, as
substituted, be reported favorably to the full house with the
recommendation that it do pass and be printed. The motion
prevailed by the following record vote:
Ayes: Representatives Swinford; Cook, Byron; Keffer,
Jim; Martinez Fischer; Villarreal; Wong (6).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representatives Miller; Gattis; Farrar (3).
HB 2264
The chair laid out HB 2264 as pending business.
Representative Keffer, Jim offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Cook, Byron moved that HB 2264, as substituted,
be reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:

The chair laid out HB 2557.
Representative Martinez Fischer moved to reconsider the vote by
which HB 2557, as substituted, failed to report favorably. The
motion to reconsider prevailed without objection.
Representative Wong moved that HB 2557, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
