         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Administration was held on Monday,  
         January 31, 2005, at Senator Harris's desk in the Senate Chamber  
         at Austin, Texas.

         The chair called the meeting to order at 2:35 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 2:36 p.m. Senator Van de Putte assumed the chair.   
          
         The posting rule, Senate Rule 11.18, was suspended to hear the  
         following bill(s):  
          
         The chair laid out SB 21 and recognized the author, Senator  
         Harris, to explain the bill.  Senator Harris moved that SB 21 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 6 ayes, 0 nay, 0 present not voting, and 1 absent.   
          
         The chair laid out SJR 5 and recognized the author, Senator  
         Harris, to explain the bill.  Senator Harris moved that SJR 5 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 6 ayes, 0 nay, 0 present not voting, and 1 absent.   
          
         At 2:39 p.m. Senator Harris resumed the chair.   
          
         At 2:40 p.m. Senator Harris moved that the committee stand  
         recessed; without objection, it was so ordered.
