Pursuant to suspension of Senate Rule 11.18, a public hearing of
the Senate Committee on Administration was held on Thursday, May
19, 2005, in the Capitol Extension, Room E1.714, at Austin,
Texas.

The chair called the meeting to order at 4:02 p.m. There being
a quorum present, the following business was transacted:
The chair moved to certify the bills recommended for the Local
and Uncontested Calendar for Tuesday, May 24, 2005, with the
exception of SB 542, SB 1896, HB 544, HB 969, HB 1058, HB 1098,
HB 1225, and HB 1833. The motion passed by a record vote of 4
ayes, 0 nays, 0 present not voting, and 3 absent. The list, with
the exception of the above bills, was so certified.
At 4:05 p.m. Senator Wentworth assumed the chair.
The chair laid out HCR 35 and recognized the Senate sponsor,
Senator Harris, to explain the bill. Senator Wentworth moved
that HCR 35 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 3 absent. Senator Wentworth moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chair laid out HCR 117 and recognized Senator Harris, in the
absence of the Senate sponsor, to explain the bill. Senator
Hinojosa moved that HCR 117 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 4 ayes, 0 nay, 0 present
not voting, and 3 absent. Senator Hinojosa moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
At 4:09 p.m. Senator Harris resumed the chair.
The chair laid out HCR 105 and recognized the Senate sponsor,
Senator Wentworth, to explain the bill. Senator Wentworth moved
that HCR 105 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 3 absent. Senator Wentworth moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chair laid out HCR 108 and recognized the Senate sponsor,
Senator Wentworth, to explain the bill. Marlo Riley,
representing Lacy Family Descendants, testified in favor of the
bill. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Wentworth moved
that HCR 108 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 3 absent. Senator Wentworth moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
At 4:24 p.m. Senator Harris moved that the committee stand
recessed; without objection, it was so ordered.
