MINUTES SENATE COMMITTEE ON ADMINISTRATION Monday, July 18, 2005 9:00 a.m. E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Monday, July 18, 2005, in the E1.714 ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Chris Harris Senator Juan Hinojosa Senator Kyle Janek Senator Jeff Wentworth Senator Florence Shapiro Senator John Whitmire Senator Leticia Van de Putte ***** The chair called the meeting to order at 10:10 a.m. There being a quorum present, the following business was transacted: Senator Harris invited Patsy Spaw, the Secretary of the Senate, to testify before the committee on the Senate's appropriations for the upcoming biennium and the 4% State Employee Pay Raise. Senator Harris invited Senate Auditor, Mark Garcia, to answer questions for the committee on the State Employee Pay Raise. At 10:25 a.m. Senator Janek assumed the chair. Senator Harris laid out each committee's proposed budget amount and any exception letters that were submitted. Senator Harris moved to adopt each budget at the proposed rate; without objection, it was so ordered. Proposed budget amounts were: Administration-$191,484 Subcommittee on Agriculture & Coastal Resources-$91,500 Subcommittee on Base Realignment & Closure-$97,423 Business and Commerce-$384,450 Criminal Justice-$415,781 and one salary exemption letter Education-$343,330 and one salary exemption letter Finance-$441,895 Government Organization-$357,745 Health and Human Services-$377,822 and one salary exemption letter Subcommittee on Higher Education-$100,484 Intergovernmental Relations-$323,270 International Relations-$292,169 Jurisprudence-$303,625 Natural Resources-$362,332 Nominations-$129,650 State Affairs-$351,779 and one salary exemption letter Transportation and Homeland Security-$275,400 Veterans Affairs & Military Installations-$185,694 Senator Harris moved that the committee present an across the board pay raise for all Senate Employees to the Senate Caucus for approval; without objection, it was so ordered. At 10:32 a.m. Senator Harris resumed the chair. There being no further business, at 10:33 a.m. Senator Harris moved that the Committee stand recessed subject to the call of the chair.
