Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Standing Senate Subcommittee on
Emerging Technologies & Economic Development was held on Monday,
April 4, 2005, in the Capitol Extension, Room E1.028, at Austin,
Texas.

Chairman Carona called the meeting to order. The Committee is
in recess, and a quorum was established at an earlier meeting
and will be re-established as the meeting progresses.
The Chair laid out SB 920 and recognized the author, Senator Van
de Putte, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list. The Chair moved that the public testimony be
closed; without objection, it was so ordered. Chairman Carona
moved that SB 920 be left pending to await a quorum; without
objection, it was so ordered.
The Chair laid out SB 1321 and recognized the author, Senator
Staples, to explain the bill. Senator Estes sent up a committee
substitute; the Chair recognized Senator Staples to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The Chair moved that the public
testimony be closed; without objection, it was so ordered.
Chairman Carona moved that SB 1321 be left pending to await a
quorum; without objection, it was so ordered.
The Chair laid out SB 1318 and recognized the author, Senator
Staples, to explain the bill. Senator Estes sent up a committee
substitute; the chair recognized Senator Staples to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The Chair moved that the public
testimony be closed; without objection, it was so ordered.
Chairman Carona moved that SB 1318 be left pending to await a
quorum; without objection, it was so ordered.
The Chair laid out SB 1096. Senator Estes sent up a committee
substitute; the Chair recognized Senator West to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The Chair moved that the public
testimony be closed; without objection, it was so ordered.
Chairman Carona moved that SB 1096 be left pending to await a
quorum; without objection, it was so ordered.
There being a quorum present, the Clerk called role.
Senator Lucio, Jr. moved adoption of the minutes from the
previous hearings held on March 21, 2005, and March 22, 2005;
without objection, it was so ordered.
The Chair laid out SB 657 and recognized Senator Lucio, Jr., in
the absence of the author, to explain the bill. Senator Lucio,
Jr. sent up Committee Amendment 1 and moved adoption; without
objection, the amendment was adopted. Witnesses testifying and
registering on the bill are shown on the attached list. The
Chair moved that the public testimony be closed; without
objection, it was so ordered. Chairman Carona moved that SB 657
be left pending; without objection, it was so ordered.
The Chair laid out SB 831 and recognized the author, Senator
Shapiro. Senator Estes sent up a committee substitute; the
chair recognized Senator Shapiro to explain the difference
between the committee substitute and the bill as filed. Senator
Estes sent up Committee Amendment 1 and moved adoption; without
objection, the amendment was adopted. Witnesses testifying and
registering on the bill are shown on the attached list. The
Chair moved that the public testimony be closed; without
objection, it was so ordered. Chairman Carona moved that SB 831
be left pending; without objection, it was so ordered.
Senator Brimer assumed the chair.
The Chair laid out SB 1142 and recognized the author, Senator
Carona, to explain the bill. Senator Carona sent up a committee
substitute; the Chair recognized Senator Carona to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The Chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Brimer moved that SB 1142 be left pending to await a
quorum; without objection, it was so ordered.
There being no further business, the Chairman moved that the
Committee stand recessed subject to the call of the chair.
