Pursuant to suspension of Senate Rule 11.18, a public hearing of
the Standing Senate Subcommittee on Emerging Technologies &
Economic Development was held on Tuesday, April 5, 2005, at

The Chairman called the meeting to order. There being a quorum
present, the following business was transacted:
The Chairman laid out SB920, pending in committee. Senator
Estes moved that SB 920 be reported favorably to the full
Committee on Business and Commerce with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
The Chairman laid out SB1318, pending in committee. Chairman
Carona sent up a committee substitute; without objection it was
so ordered. Senator Estes moved that SB 1318 do not pass but
that CSSB 1318 be reported favorable to the full Committee on
Business and Commerce with the recommendation that it do pass
and be printed. The motion carried with a record vote of 5
ayes, 0 nay, 0 present not voting, and 0 absent.
The Chairman laid out SB1321, pending in committee. Senator
Lucio, Jr. sent up a committee substitute; without objection it
was so ordered. Senator Lucio, Jr. moved that SB 1321 do not
pass but that CSSB 1321 be reported favorable to the full
Committee on Business and Commerce with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.

Lucio, Jr. sent up a committee substitute; without objection, it
was so ordered. Senator Lucio, Jr. moved that SB 1096 do not
pass but that CSSB 1096 be reported favorable to the full
Committee on Business and Commerce with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
The Chairman laid out SB 831, pending in committee. Senator
Averitt sent up a committee substitute; without objection, it
was so ordered. Senator Lucio, Jr. sent up Committee Amendment
1 and moved adoption; without objection, the amendment was
adopted. Senator Lucio, Jr. requested unanimous consent to roll
the amendment into a committee substitute; without objection, it
was so ordered. Senator Lucio, Jr. then moved that the
committee substitute be adopted; without objection, it was so
ordered. Senator Lucio moved that SB 831 do not pass but that
CSSB 831 be reported favorable to the full Committee on Business
and Commerce with the recommendation that it do pass and be
printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 0 absent.
The Chairman laid out CSSB 657 and Amendment 1, pending in
committee. Senator Averitt requested unanimous consent to roll
the amendments into a committee substitute; without objection,
it was so ordered. Senator Averitt then moved that the
committee substitute be adopted; without objection, it was so
ordered. Senator Averitt moved that SB 657 do not pass but that
CSSB 657 be reported favorable to the full Committee on Business
and Commerce with the recommendation that it do pass and be
printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 0 absent.
Senator Estes assumed the chair.
The Chairman laid out SB 1142, pending in committee. The
Chairman sent up a committee substitute; without objection it
was so ordered. Senator Brimer moved that SB 1142 do not pass
but that CSSB 1142 be reported favorable to the full Committee
on Business and Commerce with the recommendation that it do pass
and be printed. The motion carried with a record vote of 5
ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Carona resumed the chair.
There being no further business, Chairman Carona moved that the
Committee be adjourned. Without objection, it was so ordered.
