Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Standing Senate Subcommittee on
Higher Education was held on Monday, April 4, 2005, in the Betty
King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 3:32 p.m. The
following business was transacted:
The posting rule, Senate Rule 11.18, was suspended to hear the
following bill(s): SB 333.
There was no action taken for the following bill(s): SB 333,
SB 530, SB 936, SB 722, SB 1227, SB 1553.
The chair laid out SB 157 and recognized the author, Senator
Fraser, to explain the bill. Senator Janek sent up a committee
substitute; the chair recognized Senator Fraser to explain the
difference between the committee substitute and the bill as
filed. The chair opened public testimony; there being no
witness cards, public testimony was closed. Senator West moved
that SB 157 be left pending to await a quorum; without
objection, it was so ordered.
The chair laid out SB 1138 and recognized the author, Senator
Estes, to explain the bill. Senator Janek sent up a committee
substitute; the chair recognized Senator Estes to explain the
difference between the committee substitute and the bill as

the Full Committee with the recommendation that it do pass and
be printed. The motion carried with a record vote of 4 ayes, 0
nay, 0 present not voting, and 2 absent.

that SB 1138 do not pass but that CSSB 1138 be reported back to
the Full Committee with the recommendation that it do pass and

Full Committee with the recommendation that it do pass and be
