         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Monday, May 2, 2005, in the Betty  
         King Committee Hearing Room, 2E.20, at Austin, Texas.

         The posting rule, Senate Rule 11.18, was suspended to hear the  
         following bill(s):  SB 1883. 
          
         The chair called the meeting to order at 6:52 p.m.  The  
         following business was transacted:   
          
         The chair laid out SB 1452 and recognized the author, Senator  
         Lucio, Jr., to explain the bill.  Senator West sent up a  
         committee substitute; the chair recognized Senator Lucio, Jr. to  
         explain the difference between the committee substitute and the  
         bill as filed.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.   
         Senator West moved that SB 1452 and the committee substitute be  
         left pending; without objection, it was so ordered.   
          
         At 6:56 p.m. Senator Staples assumed the chair.   
          
         The chair laid out SB 817 and recognized the author, Senator  
         West, to explain the bill.  Senator West moved to pull down the  
         committee substitute and Committee Amendment 1 sent up on April  
         11, 2005; without objection, it was so ordered.  Senator West  
         sent up a new committee substitute; the chair recognized Senator  
         West to explain the difference between the committee substitute  
         and the bill as filed.  Senator West sent up Committee Amendment  
         1.  The chair opened public testimony; there being no witness  
         cards, public testimony was closed.  Senator Staples moved that  
         SB 817, the committee substitute, and Committee Amendment 1 be  
  
         left pending; without objection, it was so ordered.    
          
         At 7:00 p.m. Senator West resumed the chair.   
          
         The chair laid out SB 1809 and recognized the author, Senator  
         Wentworth, to explain the bill.  Senator Staples sent up a  
         committee substitute; the chair recognized Senator Wentworth to  
         explain the difference between the committee substitute and the  
         bill as filed.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.   
         Senator West moved that SB 1809 and the committee substitute be  
         left pending; without objection, it was so ordered.   
          
         The chair laid out SB 1883 and recognized Senator Staples, in  
         the absence of the author, to explain the bill.  The chair  
         opened public testimony; there being no witness cards, public  
         testimony was closed.  Senator West moved that SB 1883 be left  
         pending; without objection, it was so ordered.   
          
         The chair laid out HB 479 and recognized the Senate sponsor,  
         Senator Barrientos, to explain the bill.  Witnesses testifying  
         and registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator West moved that HB 479 be  
         left pending; without objection, it was so ordered.   
          
         There being no further business, at 7:22 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
