Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Standing Senate Subcommittee on Higher Education was held on Thursday, September 14, 2006, in the Capitol Extension, Room E1.036, at Austin, Texas.

A joint hearing of the Senate Subcommittee on Higher Education and Senate Finance Committee was held. Senator Zaffirini and Senator Ogden shared presiding duties.
Senator Ogden called the Finance Committee to order at 9:00 a.m. The roll for the Finance Committee was called.
Senator Zaffirini called the Subcommittee on Higher Education to order at 9:00 a.m. The roll for the Subcommittee on Higher Education was called.
The following business was transacted:
The Committees heard invited testimony on the Joint Interim Charge: Monitor changes made during the 79th Legislature, Regular Session, to adjust higher education funding formulas by adopting a cost-based formula matrix. Make recommendations for continuing improvements.
A quorum for the Senate Finance Committee was established.
Witnesses testifying and registering on the Joint Interim Charge are shown on the attached list.
There being no public testimony on the Joint Interim Charge, the chair moved that the public testimony be closed; without objection, it was so ordered.
There being no further business, at 12:31 p.m. Senator Zaffirini moved that the Subcommittee on Higher Education stand recessed until 1:30 p.m. Without objection, it was so ordered.
At 12:31 p.m. Senator Ogden moved that the Finance Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
