MINUTES SENATE COMMITTEE ON INTERNATIONAL RELATIONS & TRADE Wednesday, March 9, 2005 1:00 p.m. or upon adjournment Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, and a motion to suspend Senate Rules 11.10 and 11.18 by Senator Lucio on the Senator Floor, a public hearing of the Senate Committee on International Relations & Trade was held on Wednesday, March 9, 2005, at 1:00p.m. in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Eddie Lucio, Jr. None Senator Eliot Shapleigh Senator John Carona Senator Kevin Eltife Senator Craig Estes Senator Kel Seliger Senator Judith Zaffirini ***** The chair called the meeting to order at 1:10 p.m. There being a quorum present, the following business was transacted: Senator Carona moved adoption of the minutes from the previous hearing held on February 23, 2005; without objection, it was so ordered. The following members arrived after the roll was called: Senator Eliot Shapleigh Senator Craig Estes Senator Judith Zaffirini At 1:11 p.m. Senator Carona assumed the chair. The chair laid out SB 684 and recognized the author, Senator Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Lucio, Jr. moved that SB 684 be left pending until time certain of 3:00p.m.; without objection, it was so ordered. The chair laid out SB 185 and recognized the author, Senator Lucio, Jr., to explain the bill. At 1:28 p.m. Senator Estes assumed the chair. Witnesses testifying and registering on SB 185 are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Lucio, Jr. moved that SB 185 be left pending; without objection, it was so ordered. Senator Lucio, Jr. moved that public testimony on SB 684 be re-opened; without objection, it was so ordered. Cameron County Judge Gilbert Hinojosa testified on SB 684. The chair moved that the public testimony be closed; without objection, it was so ordered. At 2:23 p.m. Senator Lucio, Jr. resumed the chair. The chair laid out SB 293 and recognized the author, Senator Zaffirini, to explain the bill. The chair laid out SB 569 and recognized the author, Senator Zaffirini, to explain the bill. Witnesses testifying and registering on both bills are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senate Bills 293 and 569 were left pending by order of the chair. At 2:55 p.m. Senator Estes assumed the chair. Senator Lucio, Jr. moved that SB 684 be taken up again; without objection, it was so ordered. Senator Seliger sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted. At 3:00 p.m. Senator Lucio, Jr. resumed the chair. The committee stood at ease by order of the chair. At 3:10 p.m. the committee reconvened. At 3:11 p.m. Senator Carona assumed the chair and recognized Senator Lucio on a motion on SB 684. Senator Lucio, Jr. requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered. Senator Lucio, Jr. then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Lucio, Jr. moved that SB 684 do not pass but that CSSB 684 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 0 absent. At 3:13 p.m. Senator Lucio, Jr. resumed the chair. Senate Bills 293 and 569 were left pending by order of the chair.
