         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Jurisprudence was held on Thursday,  
         April 21, 2005, at Senator Wentworth's desk.

         The chair called the meeting to order at 1:03 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The clerk called roll. 
          
         At 1:04 p.m. Senator Duncan assumed the chair.   
          
         The chair laid out SB 837.  Senator Wentworth moved adoption of  
         the committee substitute; without objection, it was so ordered.   
         Senator Wentworth moved that SB 837 do not pass but that CSSB  
         837 be reported back to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.   
          
         At 1:05 p.m. Senator Wentworth resumed the chair.   
          
         The chair laid out SB 1049.  Senator Duncan moved that SB 1049  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.   
         Senator Duncan moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.     
          
         The chair laid out SB 1071.  Senator Wentworth sent up Committee  
         Amendment 1 and moved adoption; without objection, the amendment  
         was adopted.  Senator Duncan moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator  
  
         Duncan requested unanimous consent to incorporate Amendment 1  
         into the committee substitute; without objection, it was so  
         ordered.  Senator Duncan then moved that the new committee  
         substitute be adopted; without objection, it was so ordered.   
         Senator Duncan moved that SB 1071 do not pass but that CSSB 1071  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 5 ayes, 0 nay, 0 present not voting, and 2 absent.   
          
         The chair laid out SB 1275.  Senator Averitt moved that SB 1275  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.   
         Senator Averitt moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.       
          
         The chair laid out SB 1377.  Senator Gallegos, Jr. sent up a  
         committee substitute and moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator  
         Gallegos, Jr. moved that SB 1377 do not pass but that CSSB 1377  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator  
         Gallegos, Jr. moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.    
          
         The chair laid out SB 1410.  Senator Averitt moved adoption of  
         the committee substitute; without objection, it was so ordered.   
         Senator Averitt moved that SB 1410 do not pass but that CSSB  
         1410 be reported back to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.   
          
         The chair laid out SB 1578.  Senator Duncan moved that SB 1578  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  Senator Duncan moved that the motion  
         be withdrawn temporarily.  The chair recognized Senator Duncan  
         for a motion.  Senator Duncan moved that SB 1578 be reported  
         favorably to the Senate with the recommendation that it do pass  
         and be printed.  The motion carried with a record vote of 5  
         ayes, 1 nay, 0 present not voting, and 1 absent.    
          
         The chair laid out SB 1654.  Senator Duncan moved that SB 1654  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.   
         Senator Duncan moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.      
          
         The chair laid out SB 1832.  Senator Duncan moved that SB 1832  
  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent.   
         Senator Duncan moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.    
          
         Senator West asked unanimous consent on the following bills:  SB  
         837, SB 1049, SB 1071, SB 1275, SB 1377 and SB 1410. 
          
         There being no further business, at 1:14 p.m. Senator Wentworth  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
