         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Government Organization  
         Subcommittee on SB286 was held on Monday, March 21, 2005, in the  
         Capitol Extension, Room E1.012, at Austin, Texas.

         Senator Kevin Eltife, the chair, called the meeting to order at  
         4:22 p.m.  There being a quorum present, the following business  
         was transacted:   
          
         The chair laid out a new committee substitute for SB 286 and  
         recognized Senator Wentworth to explain the committee  
         substitute. Senator Wentworth explained the difference between  
         the new committee substitute and the original committee  
         substitute. Senator Whitmire moved that testimony be reopened;  
         there being no objection, it was so ordered. Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.   
          
         Senator Whitmire moved that the Subcommittee submit a motion in  
         writing to the full committee recommending that the vote for the  
         original committee substitute to SB 286 be reconsidered and that  
         the original committee substitute be withdrawn and that the new  
         committee substitute be adopted and reported favorably back to  
         the full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 2 ayes, 0 nay,  
         0 present not voting, and 1 absent.   
          
         There being no further business, at 4:25 p.m. Senator Eltife  
         moved that the Subcommittee be adjourned. Without objection, it  
         was so ordered.
