Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Government
Organization was held on Monday, April 11, 2005, in the Capitol
Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 4:01 p.m. The
following business was transacted:
Senator Nelson laid out SB 419 and explained the bill. Senator
Nelson sent up a committee substitute; the chair recognized
Senator Nelson to explain the difference between the committee
substitute and the bill as filed.
At 4:22 p.m. Senator Eltife assumed the chair.
At 4:23 p.m. Senator Ellis resumed the chair.
The chair moved that the roll call be called. A quorum was
present.
Senator Nelson moved adoption of the committee substitute;
without objection, it was so ordered.
At 4:24 p.m. Senator Eltife resumed the chair.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered.
Senator Eltife moved that SB 419 be left pending; without
objection, it was so ordered.
At 4:30 p.m. Senator Nelson assumed the chair.
The chair laid out SB 1139 and recognized the author, Senator
Eltife, to explain the bill. There were no witnesses to testify
or register on the bill. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Nelson moved that SB 1139 be left pending; without
objection, it was so ordered.
The chair laid out SB 1663 and recognized the author, Senator
Eltife, to explain the bill. Senator Nelson sent up a committee
substitute; the chair recognized Senator Eltife to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Nelson moved that SB 1663 be left pending; without
objection, it was so ordered.
At 4:34 p.m. Senator Eltife resumed the chair.
The chair laid out SB 1345 and recognized the author, Senator
Van de Putte, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Eltife moved that SB 1345
be left pending; without objection, it was so ordered.

At 4:45 p.m. the committee reconvened.

Shapleigh, to explain the bill. Witnesses testifying and

objection, it was so ordered. Senator Eltife moved that SB 823
be left pending; without objection, it was so ordered.

At 4:54 p.m. the committee reconvened.
The chair laid out SB 1002 and recognized Senator Nelson, in the
absence of the author, to explain the bill. Witnesses

list. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Eltife moved that

The chair laid out SB 318 and recognized Senator Nelson, in the
absence of the author, to explain the bill. There were no
