         Pursuant to suspension of Senate Rules 11.10 and 11.18, a public  
         hearing of the Subcommittee on SB 1651 was held on Wednesday,  
         May 4, 2005, in the Senate Chamber at Austin, Texas.

         Senator Chris Harris, chair, called the meeting to order at 2:29  
         p.m.  A quorum being present, the following business was  
         transacted:   
          
         The chair laid out CSSB 1651.  Senator Eltife sent up a new  
         committee substitute; the chair recognized Senator Eltife to  
         explain the difference between the committee substitute and the  
         bill as filed.   
          
         At 2:30 p.m. Senator Eltife assumed the chair.   
          
         Senator Harris sent up Committee Amendment 1 and recommended  
         adoption.  The motion carried with a record vote of 3 ayes, 0  
         nay, 0 present not voting, and 0 absent.   
          
         Senator Harris recommended that the amendment be rolled into the  
         Committee Substitute. The motion carried with a record vote of 3  
         ayes, 0 nays, 0 present not voting, and 0 absent.  
          
         Senator Eltife then recommended that CSSB 1651 as amended by  
         reported back to the full committee.   The motion carried with a  
         record vote of 3 ayes, 0 nays, 0 present not voting, and 0  
         absent.  
           
         At 2:31 p.m. Senator Harris resumed the chair.   
          
         There being no further business, at 2:31 p.m. Senator Harris  
         moved that the Committee be adjourned. Without objection, it was  
  
         so ordered.
