MINUTES SENATE COMMITTEE ON STATE AFFAIRS Monday, February 21, 2005 1:30 p.m. or upon adjournment Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, February 21, 2005, in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Robert Duncan None Senator Tommy Williams Senator Kenneth Armbrister Senator Rodney Ellis Senator Troy Fraser Senator Chris Harris Senator Mike Jackson Senator Eddie Lucio, Jr. Senator Frank Madla ***** The chair called the meeting to order at 2:34 p.m. There being a quorum present, the following business was transacted: Chairman Duncan welcomed the Committee and introduced the State Affairs Committee staff. The other members of the committee were offered the opportunity to also make welcoming remarks. Senator Lucio moved that the draft Committee Rules be adopted. With a unanimous record vote, the Committee Rules were adopted. Senator Williams moved that testimony on SB 5 by Staples be limited to 5 minutes per witness. The motion passed with a unanimous vote. The chair laid out SB 5 and recognized the author, Senator Staples, to explain the bill. Public testimony was taken, witnesses testifying and registering on the bill are shown on the attached list. At 6:00 p.m. Senator Duncan moved that the committee stand recessed until 6:30 p.m; without objection, it was so ordered. At 6:34 p.m. the committee reconvened and public testimony resumed. SB 5 was left pending before the Committee.
