Senator Duncan moved that the committee stand recessed until 1:00 p.m; without objection, it was so ordered. At 1:03 p.m. the committee reconvened. Senator Harris withdrew his pending motion. The chair laid out pending business CSSB 5 and recognized the author, Senator Staples, to explain the bill as substituted. Senator Williams assumed the chair. Senator Duncan sent up Committee Amendment 1 and explained the amendment. Senator Duncan then withdrew Committee Amendment 1. Senator Duncan sent up Committee Amendment 2 and explained the amendment. Senator Duncan then withdrew Committee Amendment 2 and resumed the chair. Senator Williams assumed the chair.
