Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Natural
Resources was held on Tuesday, March 8, 2005, in the Capitol
Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 2:50 p.m. There being
a quorum present, the following business was transacted:
The chair laid out SB 699 and recognized the author, Senator
Hinojosa, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Armbrister moved that SB
699 be left pending; without objection, it was so ordered.
The chair laid out SB 484 and recognized the author, Senator
Barrientos, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Armbrister moved that SB
484 be left pending; without objection, it was so ordered.

Jackson. Senator Jackson was recognized to explain the
subcommittee report on SB 161. Senator Jackson moved SB 161 do
not pass but the CSSB 161 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 9 ayes and 0 nay, 0 present not
voting, and 2 absent.
Senator Duncan requested unanimous consent to be shown voting
aye on SB 161. Their being no objection, it was so ordered.
Senator Fraser requested unanimous consent to be shown voting
aye on SB 161. Their being no objection, it was so ordered.
Senator Madla moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The subcommittee report on SB 370 was laid out by Senator
Jackson. Senator Jackson was recognized to explain the
subcommittee report on SB 370. Senator Jackson moved that SB
370 be reported favorably to the full Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 9 ayes and 0 nay, 0 present not
voting, and 2 absent.
Senator Barrientos requested unanimous consent to be shown
voting aye on SB 370. There being no objection, the motion
carried.
Senator Duncan requested unanimous consent to be shown voting

explain the difference between the committee substitute and the
bill as filed. Senator Jackson moved adoption of the committee
substitute; without objection, it was so ordered.Witnesses

that SB 373 do not pass but that CSSB 373 be reported back to
the Senate with the recommendation that it do pass and be

Senator Seliger moved that the bill be recommended for placement

There being no further business, at 6:40 p.m. Senator Armbrister
