Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Veteran
Affairs & Military Installations was held on Friday, May 6,
2005, at Senator Van de Putte's Desk

The chair called the meeting to order at 6:30 p.m. There being
a quorum present, the following business was transacted:
The chair laid out SB 1735 and explained that another substitute
had been previously sent up on April 27th. Senator Shapleigh
moved to withdraw from consideration the committee substitute to
SB 1735, which had been laid out and discussed at the previous
hearing. Without objection, it was so ordered. Senator
Shapleigh then sent up a new committee substitute; the chair
recognized Senator Shapleigh to explain the difference between
the committee substitute and the bill as filed. Senator
Shapleigh moved adoption of the committee substitute; without
objection, it was so ordered.
Senator Shapleigh moved that SB 1735 do not pass but that CSSB
1735 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Shapleigh moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The chair laid out HB 322 and recognized the Senate sponsor,
Senator Estes, to explain the bill. Senator Estes moved to
reconsider the vote by which the committee substitute for HB 322
was adopted at a previous hearing. Without objection; it was so
ordered. Senator Estes then moved to withdraw the committee
substitute. Without objection; it was so ordered. Senator
Estes sent up a new committee substitute; the chair recognized
Senator Estes to explain the difference between the committee
substitute and the bill as filed. Senator Estes moved adoption
of the committee substitute; without objection, it was so
ordered.
Senator Estes moved that HB 322 do not pass but that CSHB 322 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 5
ayes, 0 nay, 0 present not voting, and 0 absent. Senator Estes
moved that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
The subcommittee report on HB 2340 was laid out by Senator Van
de Putte. Senator Shapleigh was recognized to explain the
subcommittee report on HB 2340. Senator Van de Putte then moved
adoption of the subcommittee report; there being no objection,
it was so ordered.
Senator Shapleigh moved that HB 2340 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 0 absent. Senator Shapleigh
moved that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
There being no further business, at 6:38 p.m. Senator Van de
Putte moved that the Committee stand recessed subject to the
call of the chair. Without objection, it was so ordered.
