Amend CSHB 1 by amending Sec. 6.23. of Article IX as follows:                
	Sec. 6.23. Restriction on Expenditures for Lobbying 
Activities.              
	(a) Except as provided by Subsection (b) of this section, 
nNone of the funds appropriated under this Act may be used to 
compensate a lobbyist registered under Chapter 305, Government 
Code, or under the Federal Lobbying Disclosure Act of 1995 for 
engaging in lobbying activities. None of the funds appropriated 
under this Act may be used to compensate an outside consultant 
employed by a firm that primarily engages in lobbing activities.
	(b) Subsection (a) of this section does not apply to the 
payment of compensation to a person employed by a state agency or 
institution.
