Amend CSHB 1, under the Article XI appropriations to the 
Texas Commission on Environmental Quality (page XI-61 through page 
XI-62), by adding the following appropriately numbered rider:
	____. Contingency for HB 188. Contingent on the enactment of 
HB 188 or similar legislation by the 80th Legislature, Regular 
Session, 2007, relating to the adoption of textbooks and the 
establishment of textbook credits for school districts and 
open-enrollment charter schools, the Texas Commission on 
Environmental Quality is appropriated $4,387,500 in general 
revenue in fiscal year 2009 to be used for the clean school bus 
program established under Chapter 390, Health and Safety Code.
