Add the following appropriately numbered rider to Article XI:                
	____. CONTINGENCY APPROPRIATION: Contingent upon the 
enactment of HB 1116 by the 80th Legislature, Regular Session, 
2007, relating to the provision of a community telephone emergency 
notification system as part of the 9-1-1 system, sufficient money 
is appropriated for the operation and creation of the early warning 
notification system to the Texas State Commission on Emergency 
Communication.
