Amend CSHB 1 as follows:                                                     
	(1) On page III-2, reduce the general revenue appropriation 
of Goal A: Strategy A.2.4, School Improvement & Support Programs by 
$263,056,920 in Fiscal Year 2008 and $319,114,000 in Fiscal Year 
2009. 
	(2) On page III-20 delete Rider 73, Student Achievement and 
Educator Excellence Awards Program.
	(a) Appropriate funds in the above amounts to Goal A: 
Strategy A.1.1., FSP-Equalized Operations with the intent that the 
Texas Education Agency will apply an amount equal to the product of 
$1,000 multiplied by the number of classroom teachers, full-time 
librarians, full-time counselors certified under Subchapter B, 
Chapter 21, and full time school nurses employed by the district or 
a charter school and entitled to a minimum salary under Section 
21.402 of the Texas Education Code.
	(b) This amount shall be applied in addition to any step 
increase the employee is entitled.
