Amend CSHB 1 by adding the following appropriately numbered 
rider in Article II after the appropriation to the Health and Human 
Services Commission:
	____. Funding for Coverage of Unborn Children under CHIP. If 
the commission provides health benefits coverage under the child 
health plan program to an unborn child, the Health and Human 
Services Commission may not adopt rules regarding that coverage 
that are not consistent with providing coverage to the primary 
population group for which the state receives federal matching 
funds under this chapter.
