Amend CSHB 1, Article III, Rider 33, on page III-12, under the 
appropriation for the Texas Education Agency by inserting the 
following after the first sentence: For districts that do not have a 
tier one allotment, the reduction shall be from any other formula or 
hold harmless funds paid to the district, or from an increase in 
required attendance credits.
