Amend Amendment No. 96 by Martinez Fischer to CSHB 1 (page 
153, pre-filed amendments packet) by striking the text of the 
amendment and substituting the following:
	Amend CSHB 1 in Article V of the bill by adding the following 
appropriately numbered rider following the appropriations to the 
Youth Commission:
	____. Appropriations Prohibited for the Purposes of Payment 
to Employee Convicted of a Felony. None of the appropriations made 
by this Act to the Texas Youth Commission may be distributed to or 
used to pay an employee of the Texas Youth Commission who has been 
convicted of a felony offense.
