Amend HB 2 by inserting the following appropriately-numbered 
subsection in SECTION 1 of the bill:
	"(___). The amounts appropriated in Subsections (a)(1)(b) 
and (a)(2)(B) are contingent on the enactment of an appropriations 
bill by the 80th Legislature, Regular Session, that raises the 
average minimum teacher salary to the national average minimum 
teacher salary. If the 80th Legislature, Regular Session, does not 
enact an appropriations bill raising the average minimum teacher 
salary to the national average minimum teacher salary, the amounts 
appropriated in Subsections (a)(1)(b) and (a)(2)(B) shall not be 
spent."
