Amend HB 2 by inserting the following appropriately-numbered 
subsection in SECTION 1 of the bill:
	"(__). The amounts appropriated in Subsections (a)(1)(b) and 
(a)(2)(B) are contingent on the enactment of an appropriations bill 
by the 80th Legislature, Regular Session, that provides funding for 
instructional materials at the level provided for instructional 
materials for the fiscal year ending August 31, 2002, adjusted for 
inflation. If the 80th Legislature, Regular Session, does not enact 
an appropriations bill providing funding for instructional 
materials at the level provided for instructional materials for the 
fiscal year ending August 31, 2002, adjusted for inflation, the 
amounts appropriated in Subsections (a)(1)(b) and (a)(2)(B) shall 
not be spent."
